    Warren declares contested Democratic National Convention the 'final play'


    In a head-turning memo Sunday, Sen. Elizabeth Warren's campaign declared that "the reality of this race" is that "no candidate will likely have a path to the majority of delegates" at the July Democratic National Convention in Milwaukee, Wis. -- setting out in stark terms the possibility of a bruising convention that party leaders have long feared, and outlining Warren's strategy for winning the presidential nomination there in a dramatic "final play."

    The memo came a day after former Vice President Joe Biden scored a strong win in South Carolina's Saturday primary, telling "Fox News Sunday" that his campaign was a "real comeback" story. The win suddenly made Biden the overall popular vote leader in the primary cycle to date by more than 30,000 votes, even as he narrowly trails front-runner Sen. Bernie Sanders in delegates by 8.

    Warren, who has turned in disappointing finishes in every primary or caucus to date, could suffer even more losses when 14 states vote on Super Tuesday, including in her home state of Massachussetts. Nevertheless, Warren campaign manager Roger Lau vowed, in the memo, that the campaign won't give up -- and he projected the campaign will receive delegates in "nearly every state in play on Super Tuesday."

    Then, the campaign chief said, "all of our 400 Super Tuesday organizing staffers will be re-deployed to states voting in March or April."

    "After Wisconsin, nearly one-third of the pledged delegates will still be waiting to be elected, and there will be a three-week gap between electing delegates for the first time since voting began," Lau wrote. "In the road to the nomination, the Wisconsin primary is halftime, and the convention in Milwaukee is the final play."

    Lau added: "Our grassroots campaign is built to compete in every state and territory and ultimately prevail at the national convention in Milwaukee."

    He noted that the campaign had raised more than $29 million in February, beating expectations.

    Under new rules adopted by the Democratic National Committee (DNC) for this election cycle, if no candidiate receives a majority of delegates at the first balloting, then a second ballot will be held in which approximately 700 so-called "superdelegates," or party insiders, would have a say. In 2016, such superdelegates were allowed to vote in the first ballot, rankling Sanders supporters.

    Some left-of-center commentators were incensed: "Warren campaign admits that their goal is to steal the nomination from Bernie through corrupt deals at the convention," wrote journalist Michael Tracey. However, Warren and her supporters noted that in 2016, Sanders had suggested that a mere plurality of pledged delegates should not necessarily guarantee the nomination.

    "That was Bernie's position in 2016, that it should not got to the person who had a plurality," Warren said at a recent CNN town hall. "So, and remember, his last play was to superdelegates. So, the way I see this is you write the rules before you know where everybody stands, and then you stick with those rules."

    Meanwhile, pressure is mounting for lagging candidates to step aside so Biden can engage in a more direct match-up against Sanders, who heads into the coming week eager to surpass his rivals in amassing delegates for the nomination. There were few signs that anyone was leaving the race, though, which would potentially allow some delegates to switch sides and vote for someone else at the convention.

    Billionaire Mike Bloomberg, who will be on the ballot for the first time next week, said Sunday he’s not going anywhere before Tuesday’s primaries.

    “I’m optimistic," he told voters in Selma, Ala., where many of the White House hopefuls gathered for ceremonies commemorating civil rights heroism. He has spent more than $500 million advertising in the Super Tuesday states.

    One dimming rival, Pete Buttigieg, said only that his campaign will be “assessing at every turn” the best steps for defeating Trump. “Our country can’t take four more years of this,” he said on NBC's “Meet the Press.”

    Biden, for his part, declined to ask rivals to bow out. “It’s not for me to tell another candidate to get out of the race,” Biden said on "Fox News Sunday.”

    Leveling his own direct attack on Sanders, Biden declared, “The people aren't looking for revolution. They're looking for results.”

    Buttigieg exits presidential race ahead of Super Tuesday, cementing collapse after strong Iowa showing


    Pete Buttigieg told supporters he's ending his presidential campaign on Sunday, campaign sources confirmed to Fox News, in an abrupt and surprising pullout that further narrows the field of Democrats less than a month after he declared victory in the contested Iowa caucuses.

    Buttigieg had been scheduled to headline a rally in Dallas on Sunday night. The charter plane has been rerouted to South Bend, Ind., where Buttigieg will announce that he is dropping out, Fox News has learned.

    Buttigieg's withdrawal comes just days before 14 states are set to head to the polls on Super Tuesday, where one-third of all delegates for the nomination will be at stake. His exit likely will harm frontrunner Bernie Sanders by providing a coalescing boost to more moderate candidates, as Buttigieg had gone on the offensive against the Vermont senator and sought to appeal to the centrist base of the party.

    A senior campaign aide told Fox News the decision was "absolutely not" because of Buttigieg's failure to reach his Super Tuesday fundraising goal of $13 million. The campaign announced Sunday that it needed another $1.6 million to reach that target.

    "Pete believes this is the right thing to do for our country, for our party and for Americans across the country eager to heal our divided nation, defeat this president and work to fix our broken politics," the aide said.

    Hours earlier, speaking to NBC News' "Meet the Press," Buttigieg vowed that "we'll be assessing at every turn not only what the right answer is for the campaign, but making sure that every step we take is in the best interest of the party and that goal of making sure we defeat Donald Trump -- because our country can't take four more years of this."

    Last week, Buttigieg told Fox News' Peter Doocy that "by Super Tuesday, we could be on an irreversible trajectory toward nominating Senator Sanders unless we come together around an alternative; I'm offering to be that alternative."

    Buttigieg narrowly defeated Sanders by delegate count in Iowa, but has since suffered a string of defeats culminating in his drubbing in South Carolina on Saturday, where he finished fourth, behind billionaire Tom Steyer.

    President Trump, meanwhile, repeatedly derided what he called Buttigieg's resemblance to the pathetic cartoon character Alfred E. Neuman from Mad magazine. Buttigieg also faced criticism for allegedly plagiarizing former President Barack Obama's speeches and imitating his intonation.

    The former South Bend, Ind., mayor has had limited political experience, but sought to build his campaign on his military service and the possibility that he could become the first openly gay president.

    Buttigieg struggled winning over black voters in particular. During a visit to Allendale County in South Carolina last December, he remarked, "I know that as somebody who’s new on the scene, I’ve got to earn that trust and we’ve got to have those conversations."

    He received only nine votes on Saturday in the county, compared to Joe Biden's 552, Tom Steyer's 241, Sanders' 119 and Elizabeth Warren's 17.

    Analysts generally have agreed now that the nomination is increasingly likely to come down to a race between Biden, who won by a large margin in South Carolina, and Sanders, who secured the popular vote in Iowa, Nevada, and New Hampshire.

    However, in a memo on Sunday, Warren's campaign said there would likely be a contested convention -- and promised to make a "final play" for the nomination there.

    Dem candidates visit Selma on Bloody Sunday, as Bloomberg gets cold reception


    Mike Bloomberg, who has faced sharp criticism from opponents and activists saying some of his policies as New York City mayor disenfranchised people of color, got a cold reception at a church in Selma, Alabama, marking 55 years after “Bloody Sunday,” as multiple Democrats seeking the White House visited the historic city.

    Near the end of his speech, nearly a dozen attendees in the pews stood up and turned their backs to the presidential candidate, even though the billionaire went into the speech focused on injustices faced by the black community and his policies to address racial inequality.

    He did not compete in any of the early primary states and had yet to prove his appeal among black voters. He will be on the ballot for the first time on Super Tuesday.

    He has spent over $500 million on advertising in the states set to vote this month.

    Bloomberg has been criticized over his use of policing tactics known as stop-and-frisk while mayor, as well as his racially charged comments justifying the practice.

    He launched his campaign with an apology for his use of stop-and-frisk, and has released a handful of policies aimed at eliminating the racial wealth gap in America and reforming the criminal justice system.

    The pastor who introduced him noted the mayor initially declined an introduction to visit the church before eventually agreeing to come to the event, and praised him for changing his mind.

    Bloomberg took the stage and said that, after campaigning in dozens of cities, “I have tried to listen and I have tried to learn.”

    He added: “I didn’t agree with everything I heard, but I certainly gave people the opportunity to change my mind.”

    Just hours after strong support by black voters in South Carolina lifted Joe Biden to his first primary victory, the former vice president was greeted much more warmly.

    Rep. Terri Sewell, the lone black member of Alabama’s congressional delegation, urged hundreds of people attending a community breakfast to vote for Biden and enable “a return to civility.”

    “Joe Biden not only knows me, he knows you,” she said.

    Those two candidates plus Sens. Elizabeth Warren, D-Mass., and Amy Klobuchar, D-Minn., and former South Bend, Ind., Mayor Pete Buttigieg joined marchers reenacting the walk across the steel-arched Edmund Pettus Bridge that ended in mayhem decades ago.

    Alabama state troopers beat and tear-gassed hundreds of voting-rights demonstrators trying to march from Selma to Montgomery, the capital, on March 7, 1965.

    Only 25 at the time and years away from joining Congress, Rep. John Lewis led the marchers and was among the injured.

    The confrontation both set the stage for the massive Selma-to-Montgomery voting rights march led by Rev. Martin Luther King Jr. weeks later and helped inspire passage of the Voting Rights Act later that year.

    The years since have been tough on Selma, where shuttered businesses and vacant, dilapidated homes stand just blocks from magnificent antebellum mansions.

    The city and surrounding Dallas County typically have some of the highest jobless rates in the state.

    The city’s population has been declining steadily, and census statistics showed 41 percent of the estimated 17,800 people remaining have lived in poverty.

    About 82 percent of the city’s residents are black, and both schools and neighborhoods are mostly segregated by race with black students attending public schools and white students attending private academies.

    Crime, much of it linked to gangs, has been a constant problem, officials said.
